Summary
Joel Brown filed a case against United Water Delaware Inc, because of negligence. On a fire that happened on December 2005, two of the fire hydrant that could have been used to put our the fire was frozen because United Water had painted over the top of the first hydrant, thereby covering the arrow that shows which way to open the valve that had caused the crew to be late to save any portion of the house.
