Summary

Plaintiff entered a contract with CCB for a public improvement project that was impossible to do because of circumstances outside of their control. CCB then terminated the contract and determined they were not a "responsible bidder" and thus barred them from further pacts. Leazenby maintains these actions were in violation of it's civil rights. CCB states that Leazenby performed inadequately and breached the contract.
